Description

Current recipients of specific types of NIH research grants may apply for administrative supplements, using this Notice of Funding Opportunity (NOFO), to provide additional funding to a currently funded grant to meet increased costs that are within the scope of the peer-reviewed and approved project, but that were unforeseen when the new or competing renewal application was awarded. Applications for administrative supplements are considered prior approval requests (as described in Section 8.1.2.11 of the NIH Grants Policy Statement) and will be routed directly to the Grants Management Officer of the parent award. There is no guarantee that funds are available from the awarding IC or for any specific grant. Therefore, prior to submission, applicants must discuss potential requests with the awarding ICO grants and program officials.

Eligibility

Eligible Applicants:
Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education Others (see text field entitled "Additional Information on Eligibility" for clarification) City or township governments State governments Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education County governments Native American tribal organizations (other than Federally recognized tribal governments) Public and State controlled institutions of higher education Private institutions of higher education Special district governments Independent school districts Small businesses Native American tribal governments (Federally recognized) For profit organizations other than small businesses Public housing authorities/Indian housing authorities
Other Eligible Applicants: Indian/Native American Tribal Governments (Other than Federally Recognized); Eligible Agencies of the Federal Government; U.S. Territory or Possession; Faith-based or Community-based Organizations; Regional Organizations; Non-domestic (non-U.S.) Entities (Foreign Organizations). Reminder: This NOFO supports administrative supplements to existing projects. To be eligible, the parent award must be active (i.e., not in a co-cost extension), and the research proposed in the supplement must be accomplished within the competitive segment. The proposed supplement must be to provide for an increase in costs due to unforeseen circumstances. All additional costs must be within the scope of the peer reviewed and approved project. IMPORTANT: The research proposed in the supplement application must be within the peer-reviewed scope of the NIH-supported grant project. Foreign Organizations/International Collaborations: All activities with foreign institutions must align with existing parent award. NIH will no longer issue awards (new, renewal, or non-competing continuation) to domestic or foreign entities that involve foreign subawards/subcontracts. All NIH-funded research involving foreign subawards/subcontracts must be submitted in response to a NOFO that is specifically designated for funded international collaborations. This new requirement was effective, May 1, 2025. Applications involving foreign subawards/subcontracts submitted in response to this NOFO will be deemed noncompliant and will not be considered for funding. This policy applies to all monetary international collaborations resulting in foreign subawards/subcontracts, however, it does not preclude unfunded international collaborations or foreign components, funding for foreign consultants, or procurement of unique equipment or supplies from foreign vendors.
